For licensees holding a current DEA number, participation in the CSPMP is mandatory pursuant to A.R.S. 36-2702.

EPCS and the CSPMP are two different things. 

Here are a couple of things to remember regarding the CSPMP:

To use the CSPMP, the prescriber must have an account. 

The CSPMP account has nothing to do with being EPCS enabled.

Those already using CSPMP accounts need to do nothing.

Those needing to register for use of the CSPMP should watch the short tutorial video at https://pharmacy.az.gov/node/5168.

Electronic Prescribing (EPCS).

The Board of Pharmacy cannot help get a prescriber set up; the prescriber must find an EPCS vendor.

EPCS is what allows a prescriber to send any controlled substance prescription to a pharmacy.  (Even though all controlled substances can be sent electronically, the law only mandates that Schedule II opioids are sent to the pharmacy by way of EPCS.)

1/22/2020 UPDATE

Over the initial few weeks of the Electronic Prescribing of Controlled Substances (EPCS) mandate, the Board of Pharmacy has been fielding many calls from prescribers, pharmacists, and patients throughout the state. The Board of Pharmacy has no statutory ability to grant waivers to the mandate in 2020.   

To help the health care practitioner community, the Pharmacy Board has created EPCS FAQs as well as a short 11-minute tutorial video that should help answer any lingering questions.
